San Diego City Council Calls For Voluntary Water Conservation | KPBS
The only benefit to calling for voluntary water conservation, that I can think of, is it's a tactic for renewing the importance for conserving water. Ssoo...why not a series of PSA's? There's something I'm missing. Desensitizing for soon to be announced mandatory water conservation regulations perhaps? That could be the piece I'm unaware of.
